Perhaps it would be useful for prospective grantees to see a module on what to expect in terms of administration of a grant if they are funded. This information might inform strategic partnerships for small institutions that don't have admin support - they might want to partner with a larger institution that HAS that support.

While it’s great to repurpose existing resources as much as possible, for the sake of equity, there might need to be some forum for newbies to have some coaching and feedback on ideas. Prospective PIs from poorly supported institutions, may need a different kind of hand-holding, they don’t know what they don’t know, and many lack research chops to even understand what a literature review or rationale statement is for. i can think of instances where the the leader in a project thought “methods” meant how the program works, not the research.

Writing annual reports is sometimes daunting for harried and busy PIs, and NSF's template is a little vague. Maybe some kind of support or tutorial on writing annual reports.
