The Chinese established the Winter and Summer solstices. They did this by observing the sun's shadow. They observed the sun's shadow by measuring the length of the sun's shadow over the course of months. They observed that the sun's shadow elongated in size up until December 22. Because of this observation, they named December 22 the winter solstice. They also observed that the sun's shadow shrank until around July 22. Also based on this observation, they named July 22 the summer solstice.
