         <title>Article 2: &quot;San Diego issues thousands of daylighting tickets; on track to raise $3M a year&quot;</title>

         <description><![CDATA[<p>This article discusses the newly imposed daylighting law that is restricting parking spaces statewide. Enacted in March 2025, the rule prohibits cars from parking within 20 feet of an unmarked or marked crosswalk, in an attempt to make pedestrians more visible and reduce crashes. With San Diego being a car-dependent city, parking is already hard to come by with Normal Heights, La Jolla, and beach towns being especially impacted. This is causing distress among residents as even unmarked regions too close to sidewalks can leave them with the $117 ticket. While the law claims to protect pedestrians and drivers from crashes, it is creating more chaos among drivers. The estimated $3 million in annual ticket fees would benefit the city's general fund, which residents are not happy about either.          <title>Personal Reflection</title>

         <description><![CDATA[<p>I chose to connect these two stories as they are highly relevant to me as a commuter student at UC San Diego. As a global health student concerned with the ways in which the built environment of car-centric cities negatively affect the physical, mental, and social health of cities, I mostly agree with the San Diego City Council's master plan to transform San Diego into a more walkable city. The daylighting law is a step towards the more environmentally friendly, walkable city envisioned in this new plan, with less car crash hazards and discouragement of car dependency in general. However, the statewide law cannot take into consideration the specific features of San Diego with developing public transportation systems and reliance on highways. Its current ticketing measures seem to be overly idealistic as it does not take into consideration the lack of parking spaces in the city, especially compared to vast number of drivers reliant on cars. It makes me worried about taking my car to go off campus and explore the city, while the idea of having safer, more environmentally friendly, healthier mobility systems make me happy. </p>]]></description>

         <description><![CDATA[<p>This article outlines the goals of the Mobility Master Plan adopted by San Diego City Council in April 2025. Complete with 380 proposed city projects including new bike lanes, curb extensions, and dedicated bus lanes, the radical plan envisions a San Diego that is less dependent on cars. With the impacted community of San Diego residents being largely car owners, this plan is not designed to dispatch them but to incentivize residents to consider more sustainable modes of transportation. Other stakeholders involved such as the San Diego Regional Chamber of Commerce, Climate Action Campaign, and Climate Advisory Board are in support of the project and believe it will improve local business, health, and sustainability. There is contention about the inequity of the plan as some districts like North Inland Council District 5 only have a few proposed projects, despite the demonstrated need for a trolley stop, more bus lanes, and EV chargers.
