I have two theories as to why:
Theory #1: Most emperors simply want to feel powerful. So they often burn places and/or other objects that other emperors have created. Which is basically  them saying "What other emperors have done or say before me does not matter anymore, For I am now the most powerful man in the world"
Theory #2: The new emperor could have simply been a pyromaniac. Pyromania means an obsessive desire to set things on fire.
