Some people credit Gorbachev for the above because his attempts at establishing glasnost and perestroika encouraged more people in the USSR and Eastern Europe to call for more rights to establish self-rule and hastened the collapse of the USSR.

Reagan was also responsible for encouraging the above through the use of money, as Reagan had also in the early 80s imposed tough economic pressure on the USSR to compete against the global arms race, such as with the Star Wars program and encouraging the spread of multinational corporations and enterprises to enter the sphere of the USSR to allow for more democracy and self-enterpr5ise.
