First of all we’ll talk about the definition of CORPORAL PUNISHMENT.<br></strong><br></div><div>-&nbsp; meaning of corporal<br><br></div><div>- meaning of punishment<br><br></div><div>School corporal punishment refers to causing deliberate pain or discomfort in response to undesired behaviour by students in schools. It often involves striking the student either across the buttocks or on the hands,&nbsp; with an implement such as a rattan cane, wooden paddle, slipper, leather strap or wooden yardstick. Less commonly, it could also include spanking or smacking the student with the open hand, especially at the elementary school level.<br><br></div><div>&nbsp;<br><br></div><div><strong>2. Background of corporal punishment<br></strong><br></div><div>- when it started ?<br><br></div><div>Poland in 1783 was the first nation to outlaw corporal punishment in schools. School corporal punishment is no longer practised in any European country. As of 2015, most developed countries have abolished the practice, with the exception of some parts of the United States, some Australian states, and Singapore. It is still in common use in a number of countries in Africa and Asia. It was banned in state-funded schools, throughout the United Kingdom, in 1986. It was banned in UK Public and private schools that received no state funding, in 1999 in England and Wales, 2000 in Scotland, and 2003 in Northern Ireland.<br><br></div><div>Corporal punishment in the context of schools in the late 20th and early 21st centuries has been variously defined as: causing deliberate pain to a child in response to the child's undesired behaviour and/or language, "purposeful infliction of bodily pain or discomfort by an official in the educational system upon a student as a penalty for unacceptable behavior", and "intentional application of physical pain as a means of changing behavior" (not the occasional use of physical restraint to protect student or others from immediate harm).<br><br></div><div>&nbsp;<br><br></div><div><strong>3. canning in Malaysia<br></strong><br></div><div>Caning is used as a form of legal corporal punishment in Malaysia. It can be divided into at least three contexts: judicial/prison, school, and Sharia (Syariah). Of these three, the first two are largely a legacy of, and are influenced by, British colonial rule in the territories that are now part of Malaysia, particularly Malaya.[1] Similar forms of corporal punishment are also used in some other former British colonies, including two of Malaysia's neighbouring countries, Singapore and Brunei.<br><br></div><div>The Criminal Procedure Code stipulates that juvenile offenders (below the age of 21) sentenced to caning shall receive the punishment "in the way of school discipline using a light rattan cane." The legal limit for juveniles is 10 strokes. According to press reports from between 2012 and 2014, the punishment is administered by a police officer inside the courtroom in full view of everyone present there, immediately after the judge announced the sentence. The offender keeps his clothes on and receives the punishment on the buttocks over clothing while bending over a table. A medical officer is also present to supervise the punishment and ensure safety.[6]<br><br></div><div>A lawyer who represented a juvenile offender who was sentenced to public caning in court defended the punishment by saying that it was part of a plea bargain with the prosecution to ensure that the offender would be punished "in the way of school discipline" instead of the manner in which adult offenders are caned in prison. She also added that such punishments are common in Malaysia and that she had witnessed six of such cases in her five years of legal practice. However, another lawyer pointed out there were errors in the way the sentence was ordered and carried out.<br><br></div><div>Corporal punishment is lawful in schools for boys only, and is regulated by the Education Regulations (Student Discipline) 2006.<br><br></div><div>&nbsp;However, there are many reported cases suggesting the caning of schoolgirls, on their palms, is a common practice especially in primary schools. While serious infringements such as theft, smoking, gangsterism and bullying are among offences punishable by caning, minor transgressions such as incomplete homework have also been dealt with by physical punishment.<br><br></div><div>Government guidelines on school caning<br><br></div><div>•&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;Caning is permitted for boys only<br><br></div><div>•&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; In most circumstances the caning can only be conducted by the Headmaster<br><br></div><div>•&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;A teacher can only cane when the Headmaster delegates this power to him in writing, and he must be a permanent teacher of the school.<br><br></div><div>•&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; The student can only be caned on the buttocks (over clothing) or the palm. He cannot be caned on the bare buttocks.<br><br></div><div>•&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; The caning is to be conducted in a confined area.<br><br></div><div>•&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; The student's parents will be informed and invited to witness their son's punishment.[53]<br><br></div><div>•&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp;Caning must only be for a repeated or very serious offence.<br><br></div><div>Public caning is banned in schools after the Education Regulations (Student Discipline) 2006 came into force. The Malaysian government does not encourage caning for primary school students, but caning is allowed in secondary schools, and may only be administered by the principal or a person to whom he delegates the power.<br><br></div><div>&nbsp;<br><br></div><div>&nbsp;<br><br></div><div>-&nbsp; &nbsp; &nbsp; &nbsp; &nbsp;<strong>We’ll use this as information for this topic and documentary<br></strong><br></div><div>KUALA LUMPUR, April 28 — The government does not plan to abolish corporal punishment in schools, a deputy minister said today amid uproar over the death of a student from alleged beating by a school staff.<br><br></div><div>Deputy Education Minister Chong Sin Woon also said it was beyond his ministry’s purview to investigate Madrasah Tahfiz Al-Jauhar over the death of 11-year-old Mohamad Thaqif Amin Mohd Gaddafi after the Johor Islamic Religious Department cleared the private Islamic school of wrongdoing, as the school was registered under the state government.<br><br></div><div>“The ministry cannot hold a special inquiry or probe the findings by the religious department that absolved the school from wrongdoings,” he told a news conference.<br><br></div><div>Chong also said corporal punishment was only adopted when all other attempts to discipline a student failed.<br><br></div><div>““There is advising and then counselling, and when all these fail, caning is adopted.<br><br></div><div>“But even that, it is done in a proper manner, which only the headmaster or principal is allowed to execute the punishment discreetly and on male students only,” he said.<br><br></div><div>&nbsp;</div><div><strong>PURPOSE :</strong></div><div><strong>&nbsp;</strong></div><div>-&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; Is actually to built a positive discipline.</div><div>-&nbsp; &nbsp; &nbsp; &nbsp; &nbsp;is guiding and teaching;</div><div>-&nbsp; &nbsp; &nbsp; &nbsp; &nbsp;teaches problem solving and builds a positive self-image;</div><div>-&nbsp; &nbsp; &nbsp; &nbsp; &nbsp;develops long-term self-control and cooperation.</div><div>&nbsp;</div><div><br>&nbsp;<strong>METHODS : INTERVIEW &amp; QUESTIONNAIRE, VIDEO RECORDING</strong></div><div><strong>&nbsp;</strong></div><div>1. RESEARCH</div><div>&nbsp;</div><div>- Research is collecting information about the topic of our documentary and about people who might end up in it as participants. We believe that by doing a research it can gives us more than facts and background information. As to focus on our documentary, we are using this method to know the informational role that we want each of our interview subjects to play. In other words, we want to know what we want each of our interviewees to talk about before they sit down in front of the camera. This means we are really have to know what our documentary is about.</div><div>&nbsp;</div><div>&nbsp;</div><div>&nbsp;</div><div>2. PRE-INTERVIEWS</div><div>&nbsp;</div><div>- Research is also about knowing the participants but pre-interviews are critical. Pre-interviews is one of our plan so that we will get to know the participants background such as how they live and what they do. This means before our meeting with them, we use a phone or e-mail pre-interview and we schedule the time to meet all of our participants for our documentary. In pre-interviews, we will explain to our participants what our documentary is about and what aims that we want to explore.</div><div>&nbsp;</div><div><strong>PRODUCTION TIMELINE : AS ATTACHED</strong><br>&nbsp;<br> Interviewees: ( just a draft and planning only by this time)<br> 1.
