One aspect or better one area which I still need to further gain insight and quite possibly because I did not finish reading the HLP training module, is how to ensure adequate response in housing and property, although the component of ensuring legal identity I am well versed with.</div>]]></description>

         <description><![CDATA[<div>Understanding protection from a very holistic perspective is what I can take from this self-study phase. My understanding of protection was limited to just protection itself and centred around humanitarian principles. But having to see how protection mainstreaming principles cut through different areas of responsibilities such as GBV, Child Protection, Housing Land and Property and Mine Action, goes a long way to prepare one for effective coordination in any sector of intervention. further, I was able to see why the IASC affirmed that protection should be put at the centre of humanitarian action. The reason being that the moment you think of protection in humanitarian action, you can identify numerous protection issues that will need to be addressed in practically every sector of humanitarian intervention. Having this in mind, one discovers that, without protection mainstreaming principles and the integration of protection principles in every stage in the humanitarian program cycle, one pictures a scenario where a response is carried out but the beneficiaries of this response are either unable to have access to it and hence, materials are wasted, organisations suffer from lack of acceptance from communities and worse off, the safety and dignity of the beneficiaries are not respected. Response carried out under such circumstances doesn't meet the standards of humanitarian response.<br><br>Thanks to this phase, I have learned the basic standards of dealing with victims of GBV, not only that, but I have also learnt and understood that my knowledge of the victims of GBV was somewhat limited. The reasons advanced for why confidentiality is of utmost importance when dealing with victims of GBV were quite sound.&nbsp;<br><br>The only question I have which conflicts with keeping records of the trend of GBV cases was the fact that, when dealing with a victim of GBV, one ought not to take notes. Does it, therefore, means that we could make a summary of what was told us after meeting with the victim to keep track of the records because as was said, the trend is limited to reported cases, as there are many more cases of GBV which for some obvious reasons outlined in the course, go unreported.<br><br>With regards to child protection, Housing Land and Property and Mine Action, I have broadened my knowledge in those areas of responsibility.&nbsp;<br><br></div>]]></description>

         <description><![CDATA[<div>Understanding of partnership principles (equality, transparency, result-oriented approach, responsibility and complementarity) are important to follow when we are working with other clusters/partners jointly on a project. Similarly, we should also focus on the protection outcomes in every humanitarian project/activity that we undertake to avoid harm to our right holders.&nbsp;<br>&nbsp;<br>&nbsp;The civil-military cooperation guidance is also very useful and efficient dialogues between the two sectors can decrease harm to affected civilian by a great margin in conflict situation which is evident from the examples provided in the document.&nbsp;<br><br></div><div>&nbsp;However, I would like to enhance my knowledge on the general<br>protection activities (the work currently undertaken by UNHCR as the lead<br>agency for protection clusters) and the child protection sectors.<br><br></div>]]></description>

         <description><![CDATA[<div>Effective coordination is necessary in order to help target populations who are in the greatest need. It ensures that there is no duplication of services and accountability, as well as an integrated strategy response to the problem in which everything is interconnected. Protection integration is the process of integrating protection goals into the programming of other sector-specific responses in order to achieve a desired result in protection. Protection and humanitarian aid are closely connected by their shared goal of ensuring the protection and realisation of fundamental rights for everyone. Multi-Sectoral Integration is a necessary stage toward better protection in humanitarian crises because it allows protection issues to be integrated into humanitarian services in sectors such as food, housing, health, education, and water and sanitation, among others.<br><br></div><div>In the rest of the program I want to know about the practical aspects of effective protection coordination. I would like to know what are the weaknesses of protection coordination in different humanitarian responses and how to overcome them.<br><br></div>]]></description>

         <description><![CDATA[<div>Key takeaway message:<br><br></div><div>Protection is NOT only ‘the job’ of Protection specialists, no sector has the complete knowledge to address all protection concerns and we ALL play a role to ensure effective application of protection mainstreaming principles. DO NO Harm means ensuring the aid that we provide as humanitarian community is designed, delivered and adjusted based on the evolving needs of the affected population, in order to avoid creating unintended consequences that expose beneficiaries to increased risk. Ensuring Safety, dignity, accountability to affected populations, participation and empowerment of the people that we serve, is the deepest meaning of humanitarian response.<br><br></div><div>&nbsp;<br><br></div><div>Questions:<br><br></div><div>How can the protection cluster better support meaningful protection mainstreaming across all clusters? Despite many advocacy efforts at global, regional and national level, we keep hearing the famous sentence ‘protection is the most underfunded cluster’. In practice, as much as we train cluster partners on the existing guidelines, support them with implementation on the ground, incorporate protection criteria into HRP vetting, etc, protection sensitive programming and budgeting is weak. Is there a way to introduce more prescriptive rather than descriptive rules for protection mainstreaming at inter-cluster level?&nbsp; E.g. 20% of each cluster budget requirements to be earmarked for Protection mainstreaming specific interventions. E.g. One indicator for each of the specific cluster plans (e.g. within HRP) to refer to protection outcomes (e.g. beyond the overall HRP protection specific objective). &nbsp;<br><br></div>]]></description>

On HLP AoR, I noted that Shelter actors should consider lands right and conduct verification.&nbsp; Strong security of tenure help displaced families to reduced risk of forced eviction. That calls for integration in programming between legal Assistance specialist and Shelter workers. Regarding Mine Action, the positive development in 2018 with increased budget for victims means that donors are taking seriously the case of people affected by conflicts.<br><br></div><div>&nbsp;<br><br></div><div><strong>QUESTIONS<br></strong><br></div><div><strong>Q1.          <description><![CDATA[<div>Protection principles deal with the respect for human rights, and as such they need to be incorporated into the whole humanitarian sector – which, after all, builds its foundation on human rights and international humanitarian law.&nbsp;<br><br></div><div>Given the scope and diversity of the sector and the contexts humanitarians work in, incorporating these principles requires a high degree of coordination, and an easily advocated, universally applicable set of professional standards.&nbsp;<br><br></div><div>Questions for the course:<br><br></div><div>How can standards for HLP be applied in areas with little to no state or legal infrastructure, given that these rely on legal recourse?&nbsp;<br><br></div><div>When actors in one area of work collect, analyse and present data, how can they highlight areas or findings that might be relevant to people in other areas of work? To what extent is this actually their responsibility or mandate? For example, mine action survey revealing illegal land seizures, or child social work revealing forced marriages. This is not a question about referrals, but about data on a large scale, and the limits of mandate it might highlight in a humanitarian emergency. &nbsp;<br><br></div>]]></description>
