All of the places that they took ideas to shape their society are far west from Japan. They had an intense rivalry with Russia after they became the strongest military power in Asia.
The wanted to colonize Korea and went to war over it with Russia. They wanted to colonize Korea because it is in between them and mainland Asia, so it protects them. Japan wanted part of China because is has natural resources that they needed.

As a compromise, both China and Japan signed a hands-off agreement saying that neither country would let their armies into Korea. China broke this agreement leading to a rebellion against the Korean King and in turn starting the Chinese -Japanese War.
