I also agree with Marian Wright Edelman because to a certain degree, the bystanders who see something going on and don't do anything are just as bad as those actually committing the crimes.

And when they look at who is doing it, it will be people just like her and the people in her building. Anthony would agree because if people were to keep silent about a situation then nothing will get done so that's basically the same as the bad people doing the actions themselves.
