Dr Tsai helped restore the sight of patients he could not treat before the discovery. Dr Tsai had to face the shortage of corneas for transplant. 
Also, there were minimal cornea donors when he embarked on practicing medicine. 
Therefore, cornea transplant surgeries were rushed. 
Resulting in the cornea tissue types being incompatible, causing frequent failures. 
Other than that, a cornea transplant will be in vain if the limbus is damaged.

Besides that, he spent two long years to validate the multiplication of the cornea's outer layer.
But in order for that to happen, a third of the good eye's limbus had to be sacrificed.
With that, the good eye might be at risk to damage.
To add on, he failed to multiply limbus stem cells even after seven years.
So, the thin cell he grew could not attach to the eye.
