The people are allowed to choose their repersentive. Like most countries the citizen have a choice. The head leader of this form of government is usually called a prime master. There's really no creator to the federal monarchy. The reason being is unkown to me. In a federal monarchy there is still balance. Unkike communism you get to keep your money and have a choice on how and where you spend it. When a government goes threw a transtition  it is a lot smoother rather then other countries.
