The prison was said to hold gunpowder which the revolutionists needed for their weapons. The Bastille only had 7 prisoners during the time of the storming. The reason Pius agreed was because he wanted Napoleon's goodwill toward Rome. During the ceremony Napoleon surprised by not letting the Pope crown him but instead putting the crown himself on his head and then crowning Josephine Empress. He took power and raised another army. The rest of the European powers raised armies to fight against Napoleon. Led by the Duke of Wellington, they defeated Napoleon in his final battle near a Belgian town called Waterloo. By taking harsh or even extreme measures against those suspected of being enemies of the revolution. This was obviously followed by a huge wave of executions. The terror had an economic embodied by the Maximum, which had a price - control that was demanded from the lower class.
