In the footnote, can define what educators do e.g., plan/conduct OE activities/programmes.

Who enacts the "spiral curriculum"? MOE HQ/MOE teachers/teachers conducting OE lessons/camps?

Do they not need PD/guidance?

Suggest to rephrase to "Provide authentic learning environments with accessible natural green (and blue) spaces in OALCs for schools.

What is the difference between PD and provide guidance to warrant the different phrasing?

Why does the infra alignment have 2 strategies?
