EX: 96% attendance for all of 4th quarter = school wide super fun event of some sort (admittedly, I don't know what the carrot should be).

For instance, after 5 absences the parents must come in for a face to face meeting. The parents and the student have to sign a contract stating their commitment to making sure their child attends school.
