To say it myself, a "government" is something that basically defines everything legal about some place, in this case, Rome. A government would give a set of laws to its citizens (which was a very important part of Rome), as well as the "rights and duties of citizens".

One important part of the Roman government was its citizens. This was actually quite an achievement if you became a citizen. Even the people that were conquered by the Romans wanted to become a citizen! As a citizen, you had rights that others did not have, like the right to vote and the right to hold office, and every citizen was treated the same. As a citizen, you also had to pay your taxes and become part of the army when such time was required, as part of your duty.

While there were differences with the Romans and which citizenship rights were given to which people, under certain criteria, people in the United States can be citizens. We are all treated equally as citizens (and pretty much everyone else that lives in the United States are also treated equally), similarly to the Romans. Citizens in the United States can vote (but under some regulations), just like the Roman citizens can! The Romans did really shape the citizenship system that is still being used today, even if their citizenship system was kind of different than ours.
