I think there was a view years ago that was like social workers got a bonus if they took the most children into care in a week. Obviously, that’s not true." So, I wanted to reflect this by having both perspectives on one face. This piece later became part of the propaganda series after a discussion about it with Karen, to which she said that her and her colleagues would often say: "You're damned if you do and damned if you don't."
