It would be effective because when the water level rises, the concrete seawall will stop the water from coming over the wall due to it being 5-6 ft above sea level. It also protects the land against erosion from the powerful ocean waves.

New seawalls often cost $600 to $2,000 per linear foot. Cities at risk like NYC (302.6 mi²) and Boston(89.63 mi²) are huge, which means the cost of building these seawalls would be in the hundreds of millions of dollars, and that kind of money is not easy to get

it is effective since it lays the groundwork for the actions Boston must take to protect its communities from current and future flood risk. To protect Boston from flooding we can raise the elevation of waterfront land to prevent floodwaters from overtopping the land and impacting communities. Raised harbor walks and raised beams can both be creating places for communities to gather while providing flood protection. The raised harbor walk can create waterfront access or preserve existing waterfront access and integrate trees, shade structures, and storm water managements. Since they both can also block the flooding all together.

When sea levels rise too much, compressed air forces water out of a gate contraption, which forms a wall between the sea and the lagoon. This protects Venice from up to 3 meters of water.

Potential limitations would be the cost, this project costs billions of dollars that most countries wouldn't be willing to spend. It is also a very time-consuming project, taking about 15 years to finish.

The things you would need to make beach barriers are sand of course but you would also need a machine to move the sand like a bulldozer so that the sand can be moved to the right spot with the right amount.
