twig b would remain the same as vascular bundle is still present and the process will continue as normal. twig a would wilt after some time this is because when the cambium and phloem is removed, the parts are removed without water and without it, the twig would slowly wilt. twig c would swell more than twig b, this is because the phloem and cambium is removed in water and phloem would be still be able to transport water but no where to transport to so the twig would swell up.

A will swell at the area that has been cut out and the bottom parts of A will wilt as the section of the outer part of A has been removed where the phloem is found,so glucose cannot be transported to the bottom part of A causing it to swell and wilt.
B will remain as is,as both xylem and phloem are still there so transportation of water, mineral salts and glucose can still be carried out.
C will swell up more than A and will wilt at the parts below the cut,as phloem is not present to transport glucose to area below the cut,the outer region of C that is cut out is also submerged in water so more water can enter the xylem via the cut area causing C to swell up more.
