         <description><![CDATA[<div> </div><div>The ICRC frames itself according to principled action (impartiality, neutrality, and independence) compared to its competition MSF, which does not seek such impartiality. The ICRC also prides itself on having trusted relationships with militarized actors, which allows them proximity to areas of need. However, this means they are dependent on a particular side or the politics behind the ability to gain such territorial access. Their funding and resources can also be seen as a side of either implicit or explicit (though disguised) bias, or, at minimum, range of influence. Additionally, framing points of interest, such as instances of chemical weapons, as high priority areas means those sites and schemes atrocity can be weaponized or sought by actors seeking increased media attention or reactions of a certain type. It means those atrocities, in one way or another, become tools of negotiation or leverage. This has been reported in the Congo, where mining sites have been reinforced because of increased attention due to framing. Sexual exploitation, to which medical and other groups are readily attentive, have also been utilized as sites of power creation for perpetrators. <br><br></div>]]></description>
