It is created by the NSW Police Force but if you research your own organisation you will likely find something similar.

Note how this plan approaches crime prevention from three perspectives: Strategic; Operational and Tactical.
It also breaks down the approach to planning and development under four categories: Assess; Scan; Respond and Analyse.
