Orginally, it acts as a platform for musicians to showcase their talents and earn a living from it.
But now, it is being abused by many people and extended into awful, never-ending karaoke.
Benefit of selection/ quality control 
1. Ensure pedestrian enjoy quality music
2. Musicians can have a better platform to showcase their talents
3. Reduce nuisance caused by those karaoke singers
4. Create a better image of Hong Kong -- cultivate a strong cultural atmosphere
