It can be used for groups at all skill levels from beginning to advanced, as long as you tailor it to their levels.

Beginners may do a simple version, asking their partners about their family structure, favorite colors and foods, pets and hobbies. 

Intermediate students could use investigative journalist to practice past tense structures by asking about their interlocutor’s childhood. 

Advanced students might focus on a more difficult topics.

I think that this activity is more appropriate to HL students but I am saying that we can not use this activity for SL students. Of course, we can. I used this activity with my students when we were exploring the issue of plastic and a life span of a plastic bottle. This role-play allows one of the students to take the role of a plastic bottle and the rest are journalists. "Journalists" ask "the bottle" questions concerning its life, feelings, life span. This activity is useful for practising asking questions on different levels of thinking (factual, conceptual, debatable), it helps to improve fluency and spontaneous speaking.
