Also, if it remains a state issue it somewhat gives freedom to the people because if they really want the legalization of recreational of marijuana there's a chance that it will happen in a state and they can move to gain that freedom or fight their state to also legalize it.  The Trump administration is claiming that it will punish states who decide on legalizing recreational marijuana usage.
