Being forced to modernise should not be a criteria in achieving basic human rights. How is it possible to modernise when people are constantly discriminating against them due factors outside of their control? However, society is developing in such a way that being left behind from development would be more detrimental. The potential benefits that could be obtained are useful but may never ease the issues caused from postcolonialism. Is it possible to ever fully modernise and gain the same human rights as their counterparts?

How can they even try to modernise when they are discriminated against everyday?
They are trying to make a life for themselves by becoming tourist guides, or busking in the city, however they are basically living off the minimum wage or off of loose change and that is their main source of income.
Small changes in Australia have been made such as allowing them university admission on special terms, I.e. They are supported from the universities and have a different application to other Australians to encourage further education.
But they may not want to modernise, they never chose to be colonised, so they might have been happy the way that they were before without all of the discrimination.
