Bureaucrats compose most of the government ,raises fundamental issues about who controls governing and about the proper role of bureaucracies 

Bureaucracies constitute one of America’s two unelected policymaking institutions 

Even though bureaucrats aren’t elected, they can still respond and represent the public’s interests 

 Bureaucrats are more representative of the American people than are elected officials 

The federal bureaucracy has not  grown over the past 40 years 

Originally the federal bureaucracy had the modest role of promoting the economy, defending the country,managing foreign affairs, providing services to farmers, businesses, and workers

The bureaucracy cannot prevent Congress and the president from choosing to delegate certain areas of the economy, or cut taxes
