Leader in Me has been great in some ways and not so great in others. For most, it has become tedious, especially when others in their COREs don't contribute to group projects or participate in class. 
CORE should be more like student support. One or two days a week CORE could be like a student support time. A time to get your work done, but most importantly a time when students can go between teachers' classrooms to ask questions and get help on their assignments. This is almost like tutoring, but during school so that students that might not be able to stay after due to transportation needs could get that help during the school day. 
I think the consensus is that it can't be Leader in Me all of the time. And, Leader in Me can't just be more work piled up on top of everything else. In this way, what you're trying to get out of it and the life lessons that you're trying to teach are lost on 95% of the students in your classroom because they see it as just another class and just more work. I encourage you to not just look to COREs that are having their students present the lessons and are having them do most of the work, but also to look to COREs where Leader in Me is more like an active, ongoing, conversation. It works both ways, but I think that you'll see that for most students just doing it one way isn't the best way to teach the lesson. Yes, it's super impressive to see students leading presentations and taking over and teaching the class, but I think that it's also impressive to see students having actual conversations as a class with each other and with their teachers so that they might get to know each other a little bit better and have that connection. What's impressive is the things you don't see. You don't see the students go home and remember that story that their teacher or classmate told them in class. You don't see that because they remembered that story, they sat down and got their work done because they remembered to put first things first. What you don't see is that students are having more productive and fulfilling weekends, because as a class their CORE had the conversation and figured out solutions as to how to make Monday a little easier and how they came to the conclusion that to do that, they needed to take care of themselves on Sunday. To me, that's more impressive than walking into a classroom and seeing an already exhausted student leading a lesson. 
I think this comes down to asking ourselves as a school, why are we doing this? Why are we doing Leader in Me, why do we even have CORE? Why did we even start doing this to begin with? The most supportive way to do this would probably be for the opportunity to create and present lessons in CORE to be clearly advertised and easy to access, but not mandatory. Something like every Monday is a study hall day unless someone signs up to present, and the place to sign up to present (a calendar on the wall, a Google form, etc) is out in the open and easy to use.
