         <description><![CDATA[<div>We no longer admit any misdemeanors.&nbsp; We revised our warrants to quash any outstanding warrant related to a youth with a misdemeanor.&nbsp; Our judges have codified the new policy revisions.&nbsp; Also our state supreme court ruled that warrants should be reserved only for youth that pose a serious threat to public safety.&nbsp; This has virtually eliminated warrants and forced us to create an entirely new warrant policy.          <description><![CDATA[<div>Black youth are being held at higher rates due to the serious nature of crimes and lack of "protective factors" for release.  i.e. supervision in the community by family or placement options outside the home of the victim.  We have had serious cases where the youth gets released due to the work of our probation unit.  However, sometimes the PA makes this seem like they have done us a favor and we shouldn't ask for more beyond that.</div>]]></description>
