         <description><![CDATA[<div>Sparta:<br>Sparta's government was called an oligarchy. They had two kings and a council of elders. The two kings ruled jointly but had very little power. The Spartan government discouraged free thinking because they were afraid their helots (slaves) would rise against them. The government trained the boys for war. <br>Athens: <br>Athens had a direct democracy for about a hundred years but it didn't work out. Their government had it where if you were not a citizen (criminal, women, or did not own land), you could not participate in government. </div>]]></description>
