The systemic issue of an over reliance on the primary industry coupled with a reliance of a good  harvest has left many subsistence  farmers and their families in vast poverty leading to a 60.7% poverty rate in rural areas (just 28.5% urban). They also face challenges in education as just 4.4% receive third an level education. Additionally, they are an immensely patriarchal society as homes run by women have a 9% higher poverty probability. While Government schemes have begun to reduce poverty there still is a necessity for NGOs to help deal with other issues like distribution of medicines for HIV, and teaching them technical skills to aid them in growing out of poverty.

My CONCLUSIONS
The UNDP enables the Irish government to exert influence in a foreign country. Whether this involvement is good or neocolonialism is up to you. The Irish government is bringing in the necessary requirements for development as sited by Walt Rustow. However if you look at the Irish governments objectives it paints a picture of exploitation. Gaining influence through neocolonialism - the actions taken by the Irish government all have influence as the payoff.

We must also observe the role of the UNDP in this country. They have given Ireland the access required to create influence over Liberia. Hence the UNDP must have an even larger influence over the country and is just using Ireland to implement its policies such as the Sustainable Development Goals.

Sweeden as announced while I write this (18/10/21) is engaging in a similar program as Ireland with similar objects - notably the same UNDP sustainable development goals.   "Sweden, UNDP sign US$ 4.8 million Financing Agreement to support local Electoral Process".

So is the UNDP's actions in Liberia (using countries like Ireland & Sweeden to achieve their policies - in return for some influence in the country) a NECESSARY EVIL of the process in DEVELOPMENT (theory). Considering they develop the country and provide a base for future democratic elections protecting the people of Liberia with political freedom and hence safety.
Or is it just the implementation of neocolonialism in order to have control over the country, considering the use of economic factors and the reward of influence?
