The problem of bibliographical control is as ancient as the beginning of writing. Some of the interest in exploring novel methods of implementing bibliographic control stems from the existing expenses of that operation. Because the great rise in information resources has not been met by a matching increase in library budget, it is vital to re-evaluate the efficiency with which bibliographical control work is undertaken. Three sources of redundancy in the bibliography generation process were highlighted by the Working Group. When libraries make modifications to records in their local library systems but do not communicate those changes with the larger community, redundancies emerge. Some libraries are permitted under OCLC standards to enrich Wildcat entries centrally, however some believe these restrictions to be unduly restrictive. Vendor-supplied records are rectified by libraries that receive them, but they are not part of the standard cataloguing routine. The burden of storing total human knowledge has been shifted to books-millions of books in great libraries. Only in that way can any degree of control be maintained over the rapidly-widening learning.

The problem of the bibliographic control is an ancient as the beginning of writing. It is organizing the information process for the person to search the information and obtaining the information in anytime and every time through a systematic accession needed. The problem that we need to face in the bibliographic control are political stability, problem of geographic, technical or skill problem, economic problem, language problem and availability of publication. I will give some example of each problem based on my opinion, first is political stability. Nowadays, stable politics is closed linked causing more and more people, also more other opinions about the information. Secondly, a geographical problem is where a few person finds a difficult to access information if a person's place or location does not have a connection. So, a person need to live in the city to access information easily to do work and study. Thirdly, technical problems are problems related to expertise or skill of accessing information incorrectly and authentically because information is quite a lot which turn causes confusion in finding information. A person needs to learn a skill in ICT to facilitate information retrieval. Next, economic problem is causing the information get overload and not stable and we need to reduce it before it give impact for the country. Further more, we need to learn any language example English to easily help us in accessing the information. Lastly, we need to accept the permission of any policy in the several website when we searching the information that we need. As a whole, this bibliographic control problem can be solved with the right solution by being more knowledgeable in accessing and obliged to master the field of accessing especially in this new era.

The problem of bibliographical control is as ancient as the beginning of writing. Bibliographic Control helps in properly identifying a source of information, avoid unnecessary repetition, and encourage the easy sharing of information and resources and the re-use of the bibliographic records. The problem of bibliographical control is about the lack of access to information and communication technology, lack of suitable automation software, and publishers and printer's non-compliance. The example of each problem based on my opinion is first is lack of accessing to the information and technology, we have to make all the personnel in the library and information sector equipped this things to make it more popular for other user so that this library sector become more digitalized. Second problem is lack of suitable automation software have to integrate with both legacy systems and newer applications under one single interface of the enterprise. It is the one overreaching solution that every business needs for seamless operation. Third, the problem of publish non-compliance energy consultants would do the job of chasing them, explaining the penalties and getting them compliant. This would be a win-win situation for the Government, the EA, energy consultancies, businesses and the world.

There have so many problem of the bibliographical control like encountered in the acquisition and classification of these publications and include the inaccessibility of published materials. Other than that it's lack of adequate bibliographic control, lack of adequate good writers, the multiplicity of native languages, inadequate funding, and the underdevelopment of the book. In my opinion to solve this problem, bibliography service needs to embrace one or more appropriate formats. This bibliographic need to be solved for this new era because I am pretty sure there will so many not stable information and need to reduce it.

Bibliographic control is the process of identifying, describing, analysing and classifying materials of communication so that may be efficiently, accessed and used when needed. The first problem of bibliographic control is weak in embracing Information and Communication Technology (ICT). The second is shortage in suitable Automation Software. Information and Communication technology (ICT) is technology that is used to handle telecommunications process such as telecommunications, broadcast media, intelligent building management systems, transmission systems and network-based control. Without ICT, society will lack education and skills in the field of bibliographic which can cause the progress of a country to be slow from the field of technology. In my opinion to solve this problem by building more ICT facilities to allow more people to access information in bibliographic. The second problem is shortage in suitable Automation Software cause the process of libraries such as cataloguing and circulation. In my opinion, the librarian needs to know all the requirement of the suitable software for automation in the libraries. Therefore, all problem of bibliographic control can be solved by increasing knowledge in bibliographic for the future

The problem of the bibliographic control is language problem. Many people in this world are using the same bibliographic. But also, many people do not know other language. Because of that, they have set the main language of the bibliographic is English. After that, economic problem are one of the problem that faced by bibliographic control. Many country can afford the bibliographic control. But, country like Nigeria, Somalia, and other more can not afford that thing. This is because the conflict that happen to those country.

The problems in Bibliographical control by Robert B. Downs are truly makes sense for me because the first problem that he have stated is that the bibliographical control is ancient which means it is old or it is was belong in the past or no longer exist. He says that bibliography is ancient as the beginning of writing. For example, they have found the lists of Papyri among the Egyptians. Secondly, None of the bibliography attempts was more than partially successful in reaching its goal. For example, The International Catalogue Of Scientific Literature have struggled for some seventeen years by getting more and more of money that they should have been paid early and finally suspended publication. Other than that, the statistics of world book production are incomplete and insufficient. The swelling tide of printed materials creates many problems and ways meaning that are constantly being seek to hold it in check. There's a lot of methods of inventory to maintain a complete record of production. When looked at the history there seems little doubt that effective national bibliographic organization must lead up to international or universal coverage. Starry bibliographers have advocated a world-wide approach to bibliography, present an almost unbroken record of frustration and failure except when they limit themselves to special aspects.Next, libraries in the United States have been concerned almost exclusively with materials that are in Latin alphabet, which is considerable effect meaning publications originating in the Western Hemisphere and in Western Europe. Largely ignored were eastern europe, Africa and the immense reaches of Asia, geographically comprising nearly two-thirds of the earth's land area and include the 75 per cent of the world's population.Furthermore, a sound program of bibliographical control logically follows the first two such as location. Listing the facts of publication and acquisition in libraries is not enough. They also need to know the whereabouts of materials. The master key is that The National Union Catalog in the Library of Congress.
Last but not least, bibliographic control is very important to society life as it can gave us a lot of information and knowledge that we really need to be civilize , therefore, even though bibliographic control have problems, though it can still help us to be a civilize society and help us growing our knowledge,That is why we bibliographers have made an idea how to control this BC because They want provide access to information much more easier,a guidance ,to promote , to expand knowledge, avoid duplication and lastly, to promote cooperation in international and inter-instituional.

The subject of bibliographical control is colossal in scope. Perfect bibliographical control, in its broadest meaning, would imply a full record of the existence and location of every book and other material of interest to libraries. Like other things, problems can occur in bibliographical control. Firstly, in some countries, the bibliographical services are not well developed. Other than that, some information about that one certain subject may be different from other. This will cause confusion among people. Also, the translations to another language may be different from the original one or even can change the meanings. To avoid all thes problems, the government should care more about the bibliographical services so that it'll be easier to everyone to get access to bibliographical control. Also, we should make sure that the translations are accurate before publishing.

Bibliographical Control is important for identifying and categorizing other information materials to access and use as needed. However, the Bibliographical Control also has a few problems. One of them is the Library of Congress' Farmington Plan has critics. Some say it's too inclusive and brings much material of little or no value into libraries. Subject bibliography has always been and continues to be the weakest link in the chain of bibliographical control. Besides, Statistics on world book production are incomplete and inadequate. For instance, devices for the systematic acquisition of published material, domestic and foreign, are being developed by American libraries but Millions of titles are still unlocated. Even sometimes bibliography control has a problem, it still brings benefits for us to get information. So, from my point of view, regarding the information on any unusual book, the National Union Catalog should prioritize it. Plus, duplicating entries for thousands of titles relevant in a local catalogue may be pointless and unnecessary. The authorities should take responsibility for controlling all information related to the bibliography so the user can get complete and accurate information.

Bibliography Control helps in properly identifying a source of information, avoid unnecessary repetition, and courage the easy sharing of information and resources and the re-use of the bibliography records. The problem of bibliography control is the problem of cataloguing and classification schemes adopted in Nigeria. For example, the national bibliography in Nigeria is faced with the problems of cataloguing and classification scheme used by the National Library of Nigeria. The classification schemes adopted are not adaptable to the Nigerian context. The National Library of Nigeria needs to create its own expansion of the classification systems to address the country's specific needs, in terms of her history, literature, and geography. The Nigerian context has its own issues such as ethnic diversities, different languages and requires professional skills and expertise well adapted to the Nigerian context to deal with them. Next, the problem of bibliography control is poor record-keeping. Many times, old documents are often destroyed quickly and not properly kept by a responsible agency. The poor record-keeping system in Nigeria can be solved through the establishment of technology-controlled systems in storing data. Lastly, the problem of bibliography control is non-reading culture. There is a nonchalant attitude or total neglect of the book industry by the masses in Nigeria. This has hindered the growth of the book and the information sector of the country. This is in turn stands as a major obstacle in the production of national bibliography in Nigeria. Based on my opinion, the way to solve the problem is studies has shown that bibliographical services are not well developed in that are no union catalogues, periodical indexes, serials, union lists, or inclusive national bibliography. Besides, old documents are often destroyed before thought is given to keeping these materials in the proper manners by a responsible agency.

A bibliography is a list of works (such as books and articles) written on a particular subject or by a particular author. Also known as a list of works cited, a bibliography may appear at the end of a book, report, online presentation, or research paper. However there is some researches and the authors has identified that there are problems in the control of this bibliography. The problem with controlling this bibliography is,lack of access to information and Communication Technology (ICT) in libraries and information centre in Nigeria is yet to be popular. The use of technology helps to digitize and automate data and records.many personnel in the Library and information sector are not equipped for its use and thus lack the education skill needed to make the library sector more digitalized.Besides that, the problem of bibliography control is,lack of suitable automation software.Libraries in Nigeria lack access to the appropriate software is caused by issues such as lack of funding to invest in the purchase of the needed software lack of building to house the automation equipment and unavailability of trained personnel. All in all the ways how to resolve the problem is each libraries should provide CommunicationTechnology (ICT) such as computer, laptop, tab and so on so that the technology helps to digitize and automate data and records.

In my opinion, the problem of bibliographic control is back to early of literature. Catalogs of cuneiform tablets, for contrast, have been discovered among the ancient Babylonians, while catalogues of papyri have been discovered among the Egyptians. The number of bibliographical collections rises as we progress through the Middle Ages and into the Renaissance. Bibliographers' problems were further exacerbated by the introduction of printing in the fourteenth century. Subsequent advances, such as high-speed printing machines and wood pulp paper, have resulted in an out of control situation. However, every problems do have a solutions for it. For instance, libraries and information workers in general will continue to look at this on a regular basis. The rapid evolution of the area of librarianship due to digital technology was the impetus for this inquiry.

STANDARDS WORK AT ITS EASIEST is never very easy. In the fields of automation and bibliographic control of special collections, it is perhaps more difficult than in other areas. This in itself is enough to exclude the direct participation of most candidates for work in this area because, as the last few years have shown, most special collections librarians either shun ALA altogether or limit their attendance to the annual Rare Book and Manuscript Section (RBMS)pre-conference institutes and summer rare book schools. While these seminars and workshops arguably contribute to the subject expert see and professional development of the participants-sometimes even in areas relating to automated bibliographic control-they do not necessarily contribute to the development of standards hospitable to rare hook and special collections. Perhaps it is because special collections librarians are often academic tenure-track defectors of one kind or another that they sometimes tend to value the pursuit of esoteric subdisciplines more than the less exciting task of improving the accessibility of their collections to other scholars. As a result, it is generally only a dedicated few who end up doing standard work in this field. To make matters worse, those few who do commit themselves to the long and usually thankless process of standards work are frequently faced with apathetic or even unsympathetic administrators at their home institutions, with workloads that allow little or no time for standards activities, and with extremely long intervals between meetings-intervals long enough almost to forget what the point of it all is. In my opinion, the field of computer-assistant bibliography is in great need of imaginative leaders and energetic participants. The development of nationally accepted bibliographic and computer format standards coupled with judicious use of new technologies is opening exciting possibilities for creating and exploiting a truly nationwide database for rare books and special collections. The realization of these possibilities, however, requires full commitment to standards and cooperation at both the national and local levels based on a careful assessment of the goals arid objectives of rare books and special collections and their potential value to research arid scholarship in the future.

In my opinion, the problem of bibliographical control is as ancient as the beginning of writing. Catalogs of cuneiform tablets, for example, were found among the ancient Babylonians, and lists of papyri among the Egyptians. In the case of the Greeks, as Geoffrey Woledgel points out, Aristotle recognized the importance of knowing what had already been written on a subject. To round out this discussion of bibliographical controls, a reference should be made to the immense field of nonpublished or nonbook materials. This has become an area of considerable concern to research libraries. From the point of view of bibliographical control, manuscripts, maps, sound recordings, motion pictures, prints, and photographs are more complex than books and periodicals. Increasingly, libraries are developing extensive research collections in these categories, and their close relationship to printed resources is becoming generally recognized.

In my opinion, the problem of bibliographic control is back to the ancient of literately. Many people in this world use the same bibliographic method. However, many people do not speak another language. It is because they have designated English as the primary language of the bibliographic. The second issue is a lack of adequate Automation Software, which affects library processes like as cataloguing and circulation. Every problem, on the other hand, does have a solution.

What is the problem of bibliographic control? How to solve the problem?

Bibliographical control is crucial for locating and classifying additional information sources so that they may be accessed and used as needed. The Bibliographical Control does, however, also have certain issues. One of these, the Farmington Plan of the Library of Congress, has detractors. Some claim it is overly comprehensive and introduces a lot of content into libraries that is of little or no use. The weakest link in the chain of bibliographical control has always been and still is the subject bibliography. In addition, statistics on the creation of books worldwide are unsatisfactory and insufficient. For contrast, American libraries are developing tools for the methodical acquisition of published works, both domestic and international, yet millions of volumes are still missing. Even if bibliographic control occasionally has issues, it nevertheless helps us learn new things. So, in my perspective, the National Union Catalog should assign every exceptional book's information top priority. Additionally, it could be wasteful and unnecessary to duplicate entries for thousands of pertinent titles in a local catalogue. All information pertaining to the bibliography should be within the authority of the authorities so that the user may receive comprehensive information.

The phrase bibliographic control refers to the processes that organize or arrange recorded material in accordance with defined standards. The difficulty with bibliographic control is one of language. Many people in this planet use the same bibliographic system. However, many people do not speak another language. As a result, the primary language of the bibliographic is English. Following that, economic issues are one of the issues that bibliographic control faces. Many countries can afford to pay for bibliographic control.
