         <description><![CDATA[<div>It was first settled in the year 1835 by a group of shepherds who let their sheep graze on the unsettled area of the Port Phillip District. It was settled as it had good grass for grazing and good farming land which means it was a very profitable area of land. Another reason why the Port Phillip District was settled was because John Batman made a treaty with the Indigenous people in which a transaction took place where the British now owned the land there.</div>]]></description>

         <description><![CDATA[<div><strong>Hindered:</strong> It was illegal to settle in certain areas the Port Phillip District according to the NSW government and so they employed an official to control who could settle where. This person also controlled the fines that were issued for anyone who settled in the wrong area of the Port Phillip District.<br><br><strong>Helped: </strong>The growth that happened in the Port Phillip District was a direct result of the income of population to create a larger working force. This time was a rapid increase in people coming to settle into the Port Phillip District of all sorts which lead to a large community of many different ages and genders. This turned into an extremely prosperous&nbsp;time period for the Port Phillip District.</div>]]></description>
