Certainly. The Soviet Union had no shortage of medals it could pin on high achievers, and no shortage of gulags it could send the poor performers to. In socialism, reward and punishment is, ultimately, a political question. Yes, there can be some reference to concrete metrics like units/day produced. But are these units that the consumer wants? Are there other kinds of goods the consumer would prefer? Are there better uses for the raw materials that went into making these units? These are the kinds of questions a market handles well. If you are very productive at creating goods no one wants, you lose money and go out of business. They recycled the tax revenues that accrued from robust growth into higher spending on public infrastructure. They took steps to ensure that there was a narrowing of the gap between rich and poor. The bad news was that the lessons were eventually forgotten.
