Many things were promised to  Germany by United States President Woodrow Wilson, however, none of these were truly fulfilled according to how the president said they would be.

Signifigance: Many credit to the signing of the Treaty of Versailles and the terms of the treaty to be the cause of the World War II. This is due to heavy terms set on Germany, forcing them to be "weak" -- for lack of better term -- and punishing Germany for a war they didn't start; this lead to Germany being bitter and resentful. Italy and Russia were left out of this treaty conferance, despite being in the war itself. Japan was also upset that they did not gain as much land as they wished. However, the United States also did not join the League of Nations despite them giving the idea in the first place, as well as the fact they did not sign the Treaty of Versailles.
The bitterness and hatred of Germany being so heavily punished as well as the fact that the United States didn't join the League of Nations would hold permanent consequences. Signifigance: After fighting in World War I and his country being left out of the Treaty of Versailles, he decided to take action. He used his anti-communist hatred as a tool, and said the government was too weak and easy prey for the communists. He then created the Fascist party and the Black Shirts, his own secret police. He would become a dictator, and not allow any opposing people or thoughts to cross his desk as he started to build up his people and country.
From here, he would begin to remove and attack those in opposing parties, even suspending electon parties. He would gain total control as a fascist leader and even work with Hitler at one point. However, that was to give him time for his Five Year Plan of making his country modernized and industrialized.
