To keep this short let me just say that Rome had many laws. For example, foreigners didn't have any rights in Rome. Also, once you were in the Roman army, you couldn't leave until you were told you can. All though the rules I stated were harsh, some rules were made to keep the people of Rome safe. With this, we see that even if their ways of voting are different from modern-day life, we can conclude that in the end there was a leader in charge.
