SQF will make public sector in tender/ project more effective and efficient in defining the purpose before they order things. The objective is to increase quality of their employees but the tools they used were not align by standard.

Even they have the right people and processes, the lack of purpose and performance will congruently defrying and due the performance assesement

Using organization specific quality frameworks can offer a set of powerful business tools for all organizations of all sizes, provided that proper adjustments be made to it to suit the other organization which is going to use it.

Public sector organizations could adopt SQF. In my opinion, this would more likely be successful for sectors that are quite similar in business and customer focus to Shell. pros and cons
  Developing an organistion specific frame work will be taugh and time consuming. However, once you develop and come up suitable quality frame work, then the assigned team of the quality frame work will get expertise from doing the current one by trail and error based. This will lead the efficiency and expertise of this team such job for the future. 
  
On the other hand, developing such frame work will cost for forgune and consume alot of time. One thing is that, developing such project will need team of diffirent background that able to ask such critical questions and pinpoint what is needed. Hence, if the company do not possess such human resource, then will outsource or retain consultant.
 Secondly, developing  quality frame work will take time. For instance tailoring suit  need time for measurement , fitting , ironing, attaching the pieces and tailoring same as developing frame work.
     Instead, it will be wise that one should study their own structure and what  frame work will be suitable for their current position. Next , choose which frame work either Baldrige EFQM is more suitable to this company. the less the cost and time consumption is, the more the frame is suitable for the company. For example, if our sector is fishary, and there are fishing companies that used EFQM succefully.
