Characters should have emotion and goals. They should be interesting and realistic..  The relationship they have with the other characters. Remember every person in real life is different.  Each of your characters should be different.
Think about their personality - wants (what he/she wants) and conflict (what is in her/his way). Limit your characters - maybe one main character and two to three supporting characters. THINK: about the setting - time period - place - think of what it might look like.
