Each classroom with children funded by CPP must be licensed for health and safety by the Colorado Department of Human Services.

Classrooms cannot be shifted from room to room unless they are re-licensed.
If you have a new lead teachers in a classroom, you must go through re-licensing of the classroom.

Teacher Qualifications

Teachers do not have to have a CDE teaching certificate.
They do need to be approved through CDHS licensing regulations.
To ensure high quality programs, teachers should at least have an associate degree in early childhood education. A bachelor degree in ECE is highly recommended.

Step 2: Identify CPP Coordinator

School districts need to identify a coordinator to administer the Colorado Preschool Program.

CPP funding may be used to provide administrative costs up to 5% of total funding.
Coordinators manage the district advisory council and act as a liaison to
CDE amongst other duties (including all CDHS licensing record-keeping duties)
Coordinator should be someone with early childhood degree and experience

Step 3: Identify Children Who Qualify and Document Eligibility

School districts are responsible for maintaining confidential student eligibility files including:

Financial eligibility documentation for all children (Family Economic Survey or Federal Free and Reduced Meal Paperwork)
Further child eligibility documentation (CPP has other eligibility factors)
Family partnership/involvement agreement

Step 4: Form and Maintain District Advisory Council

District advisory councils are charged in statute with managing CPP and must:

Have legislated membership (not just made up of school district employees)
Members appointed by Superintendent
Meet six times a year
Solve local problems and carry out legislated duties
Issue Requests for Proposals for community preschool partnerships every other year.
