I try to address it in a positive manner. An example of what I would say is "Hey! I love that you guys are socializing, but I really need 100% of your attention right now" and it usually works.

It's important that the students feel like they are valued in the classroom. If they are given the opportunity to collaborate, first, then most likely they will be more willing to help.

First reminder/recognition of their lacking and encourage/support getting on track. Also depends on how they are not working. Is it sleeping, peaceful, incomplete (starting but not finishing), or disruptive? If continued issue, may need or contact parents or others.

Reminding students of expectations while holding them accountable and being mildly flexible works wonders. Parent-teacher partnerships promote student success!
