Currently, we have a program called buy America. This means that the infrastructure has to be made in America. This might seem like a good program but it isn't. It not only raises the cost of our spending by 25-30 percent but we get lower quality infrastructure. Almost every economist from both sides hates this program. This would pay for the entire package and then some.
