Cities as developed as Cairo and Islamabad still consist of slums around its outskirts, so it only gets worse in the less developed areas. There is a lack of access to basic facilities such as clean water and  electricity, and also health and education. The lack of cleanliness poses a serious threat to the health of the people who live there, the latter being the most important problem. The city was built in 1960 to replace Karachi as the Pakistani capital, which it has been since 1963. The Master Plan for Islamabad was prepared in 1960 by considering Islamabad as a part of a large metropolitan area, and is often noted to be one of the prettiest and well/planned cities in the world, ranking at the second most beautiful capital city in the world. 

Islamabad was carefully planned, with lots of greenery and cleanliness, however Islamabad is dubbed “The Capital City With Maximum Slums.” There are approximately 63 recorded slum areas in Islamabad. The rural belt of Islamabad has been areas around Tarnol, Sihala, Rawal Dam, Bani Gala, Barakahu, Bari Imam, Golra, Shah Allah Ditta, Nilore Road, and Jhangi Sayedan, and it is estimated that 60% of the city’s population is actually a part of the slum areas.

These slum areas do not have access to any basic human rights and necessities, such as sewerage systems, basic and clean water supply, education, healthcare and much more.

Cities as developed as Cairo and Islamabad still consist of slums around its outskirts, so it only gets worse in the less developed areas. Slums aren't made in a pattern, they just spread haphazardly.
