Executive Order 9066, signed into action by President Roosevelt in 1942, forced about 110,000 Japanese Americans into concentration camps during wartime, where they faced poor treatment and conditions. After the attack on Pearl Harbor by the Japanese, the American command was fearful that American citizens of Japanese descent would leak information to the Japanese or assist in an invasion of the U.S. It wasn't until 1988 that the U.S. government recognized this action as brutal and unnecessary, and paid reparations to each survivor of the internment camps.

All Japanese-Americans in military zones on the West Coast were ordered to gather up their belongings for relocation, and many had to sell their properties at extremely low prices. They were told to present themselves at assembly centers near their homes, where they were taken to cowsheds or horse stalls, where they were to live until they could be transported to more permanent wartime residencies. From there, they were sent to permanent relocation centers in isolated places.

After EO 9066 was issued, Fred Korematsu refused to leave his home in California. He was convicted for violating the law, and he appealed his case to the Supreme Court in 1944. In a 6-3 majority vote, the Supreme Court upheld Korematsu's conviction, on the grounds that national security was more important than the rights of the individual/racial group during the wartime.
