There is no separate framework.
However, for pupils with SEN, how the consequences of their mischief is done "differently" (e.g. the need to prep the child). 
Their coping mechanism is quite different thus the need to do the above for them. 

We also consider other mitigating factors, e.g. :
Intent (e.g. it is out of pure mischief or due to triggers) 

Struggles that we face : 
+ getting buy in from staff when we are meting out consequences for pupils with SEN (different levels of tolerance) 
+ staff tend to want punitive measures and they would like to see changes fast
