         <description><![CDATA[<div>1890s- Sears catalogue offers syringe and cocaine for $1.50.&nbsp;<br>1890- first congressional act to put taxes on morphine and opium.&nbsp;<br>1909- Smoking Opium Exclusion Act bans possession, importation and use of opium for smoking.<br>1914- Harrison Act passed, taxed cocaine and opiates. Govt. decides who makes and sells it.&nbsp;<br>1919- 18th Amendment bans the sale of alcohol. Volstead/Prohibition Act. 21st Amendment repeals the 18th in 33. Allows the use of alcohol.<br>1937- Marijuana Tax Act taxes the sale of cannabis hemp and marijuana. Written by Robert Doughton of NC. Doesn't criminalize, but creates penalties for not paying taxes on Weed.&nbsp;<br>1970- Controlled Substances Act. Calls for regulation on certain drugs and substances. Creates 5 tiers of drugs. LSD is a schedule 1 drug. Took the weed from the hippies, or threw them in jail.&nbsp;<br>1971- Nixon declares "War on Drugs" calls drugs "public enemy number 1". Half the country felt like drugs were a huge problem.&nbsp;<br>1973- DEA created. tackles drug use and smuggling into the US. <br><br></div>]]></description>

         <description><![CDATA[<div>-Carter becomes president in 1977, wants to decriminalize weed. Voted to decriminalize up to one ounce of marijuana.&nbsp;<br>-Reagan reinforced Nixon policies. His wife had the "just say no" campaign. Rose incarcerations for drug crimes. Passed Anti-Drug Abuse Act, creating minimum punishments. It had more punishment for crack than cocaine, which was called racist. <br><br></div>]]></description>

         <title>NH, WV, AZ differences and similarities</title>

         <description><![CDATA[<div>-In NH, drug deaths have skyrocketed. In 2014, 326 people died from an overdose of opiods (fentanyl is the most). 49th in recovery and treatment programs, Texas is last.<br>-In the Appalachia region, workplace injuries may be driving the rising addiction. There are a lot of blue collar workers, therefore injuries are common. Prescription painkillers are prescribed and people overdose on them. They passed laws to stop misuse of painkillers so people turned to heroin. WV has teh highest overdose death rate in the country.&nbsp;<br>-The drug addiction in NM is being passed to the next generation. Generational affects more affluent communities. Heroin is mostly the problem there. New Mexico has has had the highest death rates from Heroin overdoses since the 1990s. </div>]]></description>
