Fluency does not mean how fast they read, but how accuracy is a base of their accuracy. Something else is the rate, which is also the speed. This doesn't mean they read so fast like they are trying to race someone, but they must read a good amount of words in a minute, even if they need some guidance.

A great activity is to have them read a book that might be easier. Then, when they need help, give them that extra guidance and make sure they are using those pronunciation skills and vocabulary words.

ReadTheory is suitable for comprehension but gives tips that can benefit their fluency and accuracy. It gives them things to read and also asks questions.

Funbrain has many different games that work in many other aspects of reading.
