1. They may not feel comfortable
2. Most people don't do it because when you turn on your camera you have to really pay attention while if you had it off, you could be on your phone or you could not be paying attention. 
3.  They may not be ready to turn it on, like their hair may be messy or not be wearing the right clothes.
4. They would have their camera on but its just everyone else doesn't have it on so they feel shy.
