         <description><![CDATA[<div>Have lower crime rates than Show Me Your Papers States because everyone is able to participate in the judicial system. If someone is a victim of a crime they can report that crime without fear of deportation. People who cannot report crime, let the criminals that hurt them go undetected by law enforcement which in turn increases crime. </div>]]></description>

         <description><![CDATA[<div> Six years after the repeal of Arizona’s toughest show me your papers law, SB 1070, Republican lawmakers in Arizona, Texas and Florida continue to write new anti-immigrant laws based on faulty data that states that crime drops when law enforcement is tough on undocumented immigrants. I decided to look at the Unified Crime Report and create my own Spread Sheet displaying Crime Rates in Sanctuary City States versus Show Me Your Papers States.</div>]]></description>

         <title>Bozeman Sanctuary Policy</title>

         <description><![CDATA[<div>The City of Bozeman is not a sanctuary city de jure because the police, and law enforcement, reserve the right to ask people about their immigration status under certain circumstances that warrant such information, such as a criminal investigation; however, the City of Bozeman is a sanctuary city de facto because the general policy of the police department is that police do not ask people their immigration status for normal traffic stops and 911 calls. The policy of the Bozeman Police Department is that people should be free to report crimes without fear of deportation, and that immigration status is not relevant to traffic stops. The City of Bozeman is a sanctuary city in practice but not written into law, allows the city to be in compliance with federal immigration laws while also protecting the undocumented workers and citizens alike. </div>]]></description>

         <title>Why did Sanctuary Cities start?</title>

         <description><![CDATA[<div>During the 1970s, rise in tension between undocumented people and law-enforcement in the City of Los Angeles demanded that the city pursue a law that would make the city safer for all people, including the undocumented population. In 1979, the first city to write and pass the first Sanctuary City Law was the City of Los Angeles. The law was the first of many laws enacted in California and around the country; its purpose was not to protect and harbor illegal immigrants from being deported by the federal government, but to make the City of Los Angeles a safer place to live. Police had an increasingly difficult time finding witnesses to cooperate in the convictions of criminals because the fear of being deported was so great. Before the sanctuary city law, there was little-to-no cooperation between witnesses and victims with the police; as a result, many crimes would go unsolved or be dismissed due to lack of evidence. In 2015 Zoe Lofgren, US Representative (D) said that "when people are afraid the police might ask about immigration status, they are less likely to report crimes and cooperate with investigations. As a result, criminals thrive, and the general public suffers" (Lofgren).  Sanctuary city laws developed, as a measure to allow all people to feel safe in exercising their right to report crimes and testify as a witness in court which allow for the prosecution of criminals. Anti-immigrant policies and laws in states like Arizona and Texas are counter-effective in creating safer cities because more crimes will go unreported and unprosecuted which allows for criminals to live undetected and commit more crimes.<br>Lofgren, Z.          <title>Why are Show Me Your Papers Laws Discriminatory Against Latinos?</title>

         <description><![CDATA[<div>There are undocumented people of all ethnic origins and skin colors in the United States; white people from Canada and Europe overstay their Visas; there are innumerable undocumented Asians who are either victims of human trafficking or simply overstay their student Visas; African people from all over the world can be undocumented. If you are Latino in states like Texas, Arizona and Florida the police can stop you specifically to ask for immigration status, and personnel may ask your immigration status at your child's school, hospital or if you want to report a crime. Show me your papers laws include Arizona’s SB 1070 in 2012 and Texas’ SB 4 in 2017, target and discriminate Hispanic people because no other race is being questioned.&nbsp; Undocumented people who are victims of crimes in states with show me your papers laws are deported without any consideration of justice for the crime committed against them. Show me your papers states create a hostile living environment for Latinos and the communities therein; because communities under discriminatory laws or policies suffer schism between law enforcement and community members.<br><br></div>]]></description>
