There are lots of pieces involved in the forms of people, facts and potential solutions. Without turning over all the pieces and recognizing all the shapes, some puzzles are never solved. Processes are needed to ensure effective solutions. Without some process to get started, chaos and confusion can occur making the problem worse. It is important to identify the problem, define it clearly, explore all ideas presented, act on the best possible solution, and reflect on the effectiveness of the ultimate solution that is implemented. To correctly identify problems, it is important to gain as much knowledge about every thing, every aspect, every person and every possible outcome involved. The 4 key W’s are a great reminder to include as many facts as possible. As stated in Interactions, chapter 5, "phrasing problems as questions is a successful means of encouraging constructive problem identification" and "conveys to participants that answers are possible and lends a constructive tone to collaborative problem solving" (Friend & Cook, 2017, eBook). Education in a New Continuum of General Education Placements and Services" by Douglas Fuchs, Pamela Fuchs and Pamela Stecker, the problem is actually defined as determining what Response To Intervention methods actually work best for all involved. The goal is to ultimately develop a process for implementing more effective and stronger RTI's appropriate at varying levels. In the article, both the NCLB and IDEA argue their positions on the problem at hand.

Very rarely do problems solve themselves. In fact, without a good team, well-defined problem, and the ability to actively sit down, brainstorm and listed, a problem could take years to get resolved. It truly DOES take a village to make things run smoother. It also take a village to effectively listen, respect, collaborate and problem-solve.
