In order to change the articles all 3 states had to agree. We had a volunteer army. To make a law 9 states had to agree. It was made weak on purpose because they didn't want america to become to powerful. States disagreed about the worth of money. Did not have the power to regulate trades. Couldn't collect taxes. No court system to decide problems. No president.
