Anarchy, although fun, is not a well functioning social system. However, to prevent an abuse of power, it would be a good idea to use a voting system to make important decisions. Law enforcement, if necessary, should be powerful. However, the law enforcement shouldn't be too powerful, if they decide to abuse it. To prevent someone from staying in a position of power for too long, jobs and responsibilities should be rotated. To prevent conflict over resources, goods should be evenly distributed. The distribution of goods should be maintained by the Monitors who should be backed by the Enforcers. Since it is an island, there will likely be very little amount of natural predators, hunting and gathering will be fairly easy depending on what is being hunted or gathered. Tropical islands typically have animals such as boars, which can provide a very substantial amount of food and protein for the 20 or so residents. Be sure to leave many boars so they can continue to breed and provide food for the coming future. Residents with at least novice tracking skill will either bee the hunters or accompany them on trips. To keep the civilization sustained, divide into two seperate groups, one by the beach, and one inland by the water supply. Have constant supply runs going back and fourth between each camp with food, water, and other basic supplies. The group on the beach could focus of keeping a signal fire lit and possibly build a small raft for local coast surveying to expand upon known hunting/gathering territory. The group inland by the water would focus on hunting and farming for food and obviously collecting, storing, and transporting water. If someone falls ill or has a mental breakdown, it is their duty to aid them. If deemed necessary, religion can be used as a psychological outlet.
