Cleveland had later on order a full investigation, which released many citizens in Hawaii, because of their disapproval. Cleveland refuses to sign the agreement, and apologizes to all the citizens in Hawaii. <br>Q1:  Analyze and explain why it was important to Cleveland to apologize to his citizens. </div>]]></description>
